NMC has issued the job vacancy announcement for the position, which has been vacant since Dr. Carmen Fernandez resigned in August 2018.
Frankie Eliptico was appointed as interim president by the board and has continued to serve in that capacity since then.
In September, the board formed a presidential search committee, which will oversee the selection process.
The committee is composed of eight members who represent various campus constituents and groups, such as students, staff faculty and administrators.
The committee is headed by NMC Board Chairman Charles Cepeda, Regent Elaine Hocog-Orilla, Regent Irene T. Torres, Regent Jesse M. Tudela, Associated Students of NMC president Maia Pangelinan, faculty Senate president Dr. Laura Taylor, staff Senate president Geraldine Rodgers, and administrator representative Maria Aguon.
According to the job vacancy announcement the next president must have the following qualifications:
- At least a master’s degree from a U.S. accredited university or foreign equivalent. A doctorate degree is preferred.
- At least seven years of executive level management in an institution of higher education of which five years are continuous, or a combination of at least seven years of executive level management including, secondary and post-secondary education teaching experience.
- Experience working in a multicultural environment, preferably in the Pacific region and in the Northern Mariana Islands.
- Substantiated experience in accreditation processes, personnel management, budget development and presentation, strategic planning and institutional assessment, fundraising, mediation, and team building.
- Demonstrated knowledge of federal programs and grants application to higher education.
The annual salary for the position is $100,000 plus benefits.

Earlier, the board had offered the position to Eliptico, but he declined.
According to Cepeda, Eliptico has stepped up into a leadership role during challenging times, which included Super Typhoon Yutu and the Covid-19 pandemic.
NMC said its enrollment and number of graduates remain high.
Moreover, Eliptico has led the disaster recovery of the college through the grants NMC has received from the federal government,.
He thanked the NMC team for working with him and he also gave credit to the college staff and faculty for moving the college forward despite all the challenges.
