Answer: Collaborating with local business owners to help with donations of materials, or manpower to construct the building of covered bus stop along with the assistance from PSS.

Overpopulated stray dogs that has caused harm to our children/students walking to and from school.

Answer: By seeking assistance from our Veterinary to desex unwanted dogs to control its population and find resources to fund this movement.

The need to have a paved walkway for children to walk to school.

Answer: To construct a paved walkway in collaboration with PSS, Office of Grants Management and the Office of the Governor by identify resources through grants or assistance from our business community.

 
2.) What are some of the bills you plan to introduce?
A bill to provide permanent job placement for people with disabilities in agencies that receive federal grants. People with disabilities in the CNMI undergo months of skills training but most of them only land contractual jobs due to lack of government funding. This bill will push for funding to provide permanent job placements for them.

Introduce a Curb Appeal Tax Bill that will help beautify the streetscape throughout our islands and commercial areas. Applicable to business owners, this bill contributes to the beautification of our street which is critical for marketing our islands to visitors and investors. A businesses exterior image is brand impacting and has an effect to the shopping experience of customers. This bill will assist businesses in improving their space to increase foot traffic.

 
3.) What is your background/experience, and how would you apply them to your position if elected?
I have over 14 years of experience in mortgage financing and lending in real estate and 10yrs in legal services and insurance. My services have secured hundreds of families financially presently and for their future. My expertise in finding solutions to meet the needs of families in diverse backgrounds set me apart from the competition.

I promise to prioritize the needs of our people by finding solutions that improve the quality of their lives. I have advocated and will continue to lead the fight for Inclusion and equality for the public and our people with disabilities. The services available for people with disabilities is limited so it is my goal to open opportunities for them through permanent job placements and looking into resources that can be allocated for them.

1.) What are the major issues in your precinct and how do you intend to address them?
Dilapidated Infrastructure – We need to tap into any available local or federal funding to repair, replace or reconstruct secondary roads.
Pedestrian Safety – I would like to prioritize any available funding for the construction of sidewalks particularly in the surrounding areas of school zones. This would not only promote safety, but would encourage our students and parents alike to walk to and from school.
Recreational and Sports Facilities – Most villages on island have existing youth centers, ball fields and basketball courts that are not being used to its full potential. I would like to see our constituents take advantage of these facilities after working hours and I pledge to provide the necessary funding to do just that, even through our office budget.
 
2.) What are some of the bills you plan to introduce?
There are so many good bills that have been introduced in the past legislatures and for whatever reason have been filed or “shelved” or not even entertained in the referred committees. I will make it a point to look at some of these bills and reintroduce it in the 23rd Legislature.
I do intend to introduce legislation pertaining to : A Commonwealth wide emergency warning alert system, A comprehensive review of the 2020 Census to determine weather it is time to reduce the the size of the Legislature or to reapportion the number of seats for each precinct, Appropriation bills to fund the study, A&E designs for infrastructure projects in my precinct to address flooding, dilapidated roads and recreational facilities- of course, if and when funding is identified and available.
 
3.) What is your background/experience, and how would you apply them to your position if elected?
As a legislative staffer for almost eight years, I have first hand knowledge of the innerworkings of the Legislative branch. From research to outreach and collaboration with various private government entities, the day to day experience in assisting our constituency, allowed me to understand the needs and challenges of our community. I am confident that I have the necessary skillset to execute meaningful legislation and to work cohesively with my future colleagues to introduce and pass bills that ultimately benefit our people.

I have over 30 years of work experience in the private and public sector. I am a husband and father of four children, and I understand the struggles we all face in these challenging times. In oir family, we set a budget and stick to it. The CNMI government needs to do the same. Six budgets in a row have resulted in deficit spending. My office budget has never finished in a deficit. We need to elect fiscally conservative public servant leaders who understand that money doesn’t grow on tangan tangan. You can’t hirre 2,000 new employees if you can’t afford it.

The major issues in my precinct are dilapidated infrastructures, flood prone areas and substance abuse. In regards to dilapidated infrastructures and flood prone areas, I intend to work with our current administration to seek and secure (if not readily available) funding to repair and/or rebuild the aforementioned issues. For the substance abuse issue, I intend to work with the Courts, Department of Public Safety and all Drug Recovery Programs to get a better idea on how to tackle the issue progressively.

– Self sustainable farming for CNMI residents.
– Increase the Learning duration for Basic Law Enforcement Academies to 18-22 weeks for the benefit of Government, Peace Officer and the community.
– include to the CNMI ‘s Peace Officer Standards and Training rules and regulation an annual fitness test for all Peace officers.

1.) What are the major issues in your precinct and how do you intend to address them?
The main issues in precinct 2 are poverty, unemployment, drugs, dilapidated buildings, roads and few amenities to attract new business and residents.
 
2.) What are some of the bills you plan to introduce?
Legislation that supports a more responsive and organized government: As our founders did, I believe that a legitimate government operates only by the consent of the governed and is more efficient and less corrupt when it is limited in its size and scope. Decentralized authority and the elimination of unnecessary regulations and bureaucracy help ensure the government serves the people and not the other way around.

Legislation that supports real public safety. The Criminal Justice System is in need of major changes. Laws must be amended to help prevent kids who get into trouble from slipping into a lifetime of crime and help adults who commit non-violent crimes become more self-reliant and less likely to commit future crimes.

These steps would reduce the cost to taxpayers and increase positive outcomes.

 
3.) What is your background/experience, and how would you apply them to your position if elected?
I hold a Master’s degree in Business Administration and have over 12 years of experience in post-secondary education. As a legislator, I will focus efforts on promoting policies that create jobs, grow paychecks, and improve the economic security of CNMI families and businesses. That means overhauling regulations to encourage growth and investment, making business fair and opening markets for goods and services from the CNMI, promoting innovation in every sector from hospitality technology to production agriculture. I will support efforts to elevate education. Education can prevent the transmission of poverty between generations. Now is the time to strengthen our education system, expanding and enhancing programs to all, K-12, Adult Education, Continuing Education, so residents are prepared for jobs in a post-COVID economy.

Where do I begin?

Infrastructure
The roads. One most in particular, the Texas Road. Identify funding. Most likely section cutting and repave.

Flooding.
Better drainage system. Build correctly for low lying areas. Identify ponding basins and check condition. Check culverts connecting Susupe Lake, Sisonyan and Chalan Piao and identify divert route. Placement of control valves would be ideal.

Lack of Community Programs.
After school programs.
With the help of the Governor’s Office and Youth Affairs. Precinct 2 is going to reopen the House of Manhoben in Chalan Kanoa and revive its after school program to the public.

Community Outreach Program. This program also in effect. The program assists the community with yard cleaning, some land clearing, assist with park maintenance, general maintenance etc..

2.) What are some of the bills you plan to introduce?
Food Security
The Sisonyan Agriculture Act.
Sisonyan in Precinct 2 consists of 34 Hectares of Public Land, wetland. That’s 340,000 square meters.
A full commitment to revamp our Agricultural Program. To include new programs like wetland farming and Freshwater Aquaculture. Wetland is most ideal for rice farming. Taro is also prevalent in this type of farming. Thus providing two main food staples, rice and taro. Freshwater Aquaculture would provide fish, shrimp, crab and eel. This reduces dependence on imports, help cushion the impact of inflation, building our food supply on a healthier level. This legislation will also provide businesses incentives, to invest and help build our Agriculture Section.

Susupe Lake Eco Development
Public access to begin with. Development for community use. Take an ecological and conservative approach.

Texas Road Appropriations.

 
3.) What is your background/experience, and how would you apply them to your position if elected?
I am a Builder.

I have helped build the Dynasty Casino on Tinian, the Hoshoji Temple at Banzai, moved many drill rigs in the United States and Canada. And, most recently removed the Lady Carolina from our reefs north of Mañagaha.

My building temperament is what
I offer the people. I am forever pushing forward with improvement. Whether that improvement be infrastructure, major or minor, legislation improving the livelihood of our people and the development of Precinct 2 assets to benefit the CNMI in general.

Precinct 2 boasts one of the most beautiful beaches on island. San Isidro Park and Sugar Dock Park are located in Precinct 2, it has its own dock, if developed beautifully will assist our community and make our guests feel more welcomed to our islands.

1.) What are the major issues in your precinct and how do you intend to address them?
The pressing issues in Precinct three (of which I found out that they are a constant annual problems) are flooding during the rainy seasons, unpaved road issues, no water connectivity due to private lands, constituents demanding for land compensation or land exchange from the government for private lands that it had acquired for public purposes since several years ago, and many more !

I will be Introducing or Supporting bills (after scrutinizing for genuineness) that deal with Public Education, Public Health, Public Safety, Women in the Community, PRIDE, the Disabled members of the community, Technology, the Economy, and the Local Cultures, to list but a few.

If reelected, I will certainly use the knowledge that I had acquired during my first time!
The Love of Reading is very important, because in order to understand and be able to discuss the Bills that are placed in my Committees, I had to read them all, which could at times go up to more than 10!
The ability to Connect or Network is essential as well in order to resolve issues; so after about a year of doing this I’ve become more confident in meeting with members of variable agencies to discuss and collaborate to fix issues. So these are some of the needed tools, the Love of Reading and Ability to Network, that I’ve acquired during my First term as a Representative for Precinct Three.

The biggest concerns that have been raised in my precinct are the safety hazards posed to pedestrians due to limited street lightings on Middleroad and the desire for sidewalk to be implemented . Also, there concerns on the newly extended parking lot at CHCC which currently has an increased traffic presence and a blindspot that may be a liability to the government.
 
2.) What are some of the bills you plan to introduce?
1. To avail the J-1 visa for working families to assist in the childcare of their children;

2. To provide junior/senior highs school students the opportunity for on-the job training so that upon graduation they can transition to full-time employment
for those that chose not to pursue college education.

 
3.) What is your background/experience, and how would you apply them to your position if elected?
I have decades of professional experience collaborating with and representing stakeholders in the public and private sectors that will inform my role as Representative of Precinct 3. As an entrepreneur, I can relate to the challenges of starting , owning and running a small business on the island. As a Council member, I understand the challenges facing our municipalities. As a former chairperson the MPLA, I understand the importance of managing our public lands in a manner that benefits people of Northern Marianas Descent.
Collectively, my experience has shaped me as an advocate for the people of our Commonwealth, putting their interests first.

There are ongoing projects in terms of infrastrucure that is currently progressing through Precinct 3 that will be supported by me when I get elected into office – Many residents in precinct 3 are also concerned about the rising costs of fuel and commodities that they are experiencing at this time but are very resilient and confident that we will all pull through these challenges in the very near future through thorough revenue generating legislations that will uplift these issues.

In order to safeguard and protect our people here in the CNMI – I will, through careful legal advise and guidance – be able to create legislations that will Revitalize and Preserve our native languages here in the Commonwealth-
and to introduce legislations that can reduce the financial hardship and disparity in our communities. – And to collaborate with the VA and other federal partners in assisting our Veterans combat PTSD – to ensure and request that the CNMI has an On-island Counselor that can interact with our veterans in a more personable manner instead of communicating through phone or social media.

With the experience I have for over 10 yrs in serving our public to include the safety and wellbeing of children in the commonwealth, I feel that I have already built a rapport in terms of knowing and witnessing what has been the contributing factors of stress in our communities and when I do get elected, i will ensure that my continued service to the public be enhanced through proper, prioritized legislations that can finally start the process of healing our communities in getting them the assistance they need.

Graffiti Vandalism- This is another issue affecting our precinct on public restrooms and buildings. We must open a program for our youths so that they can put their talent into the right way so that they able to contribute in their society instead of putting them behind bar. Have their talent be shared on issues like this, so that it can help attract our visitors that are visiting our islands so that it can be part of our tourism attractions.

I have served in the Youth Congress both 5th and 6th and I have experience the movements of legislations we introduce for the beneficial of our youths being affected with suicidal, pregnancy and truancy.

I was also involved in our community as President for Tanapag Youth Action Club, that consist of raising funds for the needs of those families that are in need, domestic abuse victims and other pressing issues. I have a good and relevant background history to share with the voters, but unfortunately, this portion of the question is limited for me to lay out my experiences. 1.) What are the major issues in your precinct and how do you intend to address them?
Some of the key issues I see in my precinct include an overwhelming number of unrehabilitated buildings, standing water on the roadways during rainy days, and the absence of a Youth and Community Center. I intend to identify landowners/leaseholders on these blighted buildings and get the rest of the community involved to collectively identify solutions in how to rehabilitate the whole precinct for communal pride and tourism. The roadway standing water issue can be dealt with by involving the stakeholders, such as the DPW and Mayor’s Office, to utilize funds from the Biden Bipartisan Infrastructure Act to build drainage systems. I will establish community outreach program with my precinct constituent elders and youths and encourage them to buy in with activities they think can unify the community.
 
2.) What are some of the bills you plan to introduce?
Introducing bills will take place when the need arises; however, I intend to review existing laws and amend what is no longer applicable. Many pre-pandemic laws may need to be amended to focus on what we learned during the Pandemic Days and how to proceed post-pandemic. I will introduce bills that will align with what the Biden administration has given the Commonwealth. Particularly laws regulating revenue collection enforcement, climate change, sustainability, cultural preservation, and scholarships.

My background is in promoting cooperation and partnership between community members, stakeholders, NGOs, and governments. I also have experience consulting and mediating between governments, NGOs, and learning institutions from different nationality with the Micronesian COFA Nations. Being exposed with what is happening to the rest of Micronesia and seeing what they are doing afforded me with different lenses in viewing issues and solutions.

3) I plan to get involved with environmental agencies to understand the issues of the Tanapag lagoon and commit to addressing the issues. Again, my position as a representative gives me the leverage to work closely with local and federal agencies.

4) I would like to see mobil health in the villages to bring health care accessibility to our elders and families that lack transportation.

5) Some areas still lack water distribution. There is money for infrastructure and this is critical and needs to be addressed.

Aging infrastructure and the availability certain services in the area. If elected I plan to work with our elected leaders to improve the infrastructure, roads, and public facilities in Precinct 5, most especially the areas most often used by our youth such as public parks.

Since our Precinct is also a bit more secluded from the rest of the island, I also want to work to provide more public services for the people in our precinct and hopefully entice more entrepreneurs to do more business in our area which will in turn help with our community’s overall development.

 
2.) What are some of the bills you plan to introduce?
I am a small business owner and I understand the struggles of owning a business in the CNMI. I want to introduce legislation to help make it easier to conduct business in the CNMI to help existing businesses stay in business, encourage more local entrepreneurs to start new ventures, and to help entice more off island investors to want to do business here in the CNMI. Improving our economy should be our first priority if we want to improve the livelihood of our people.

In addition, I feel like protecting our culture is also very critical as we more forward in advancing our people. I want also want to introduce legislation to help protect our Chamorro and Refaluwasch cultural practices.

 
3.) What is your background/experience, and how would you apply them to your position if elected?

Like I mentioned previously, I’ve been a small business owner since 2015 and I will take my expertise as an entrepreneur to help develop our economy and help improve the livelihood of our people. I started a business here in the CNMI because of my love for my home and the pride in my culture. Despite the challenges we have faced such as super typhoons and the pandemic, I believe in the resiliency of our people and I want to continue to work as an elected leader to help better our community for our generation and for generations to come.

1.) What are the major issues in your precinct and how do you intend to address them?
Deficit — approaching nearly 1/3 of a billion… you can’t run a government with a deficit.
Retirement – need to make the retirement system solid for years to come…
Infrastructure – We need drinkable water, waste water treatment, Renewable energy e.g. Solar & Wind, electric vehicles reducing our dependance on fossil fuels. Solar panels for all the homes in the CNMI which will reduce our CUC electric bills. The money is there from the Biden Administration. We need to take advantage of the opportunity currently at hand.
 
2.) What are some of the bills you plan to introduce?
I will work with the Sablan/Staffler Administration to address the above issues. With President Biden in Office, the Democrats has the opportunity in addressing the challenges the CNMI is facing. With the help of Kilili, we can solve a lot of these issues.
 
3.) What is your background/experience, and how would you apply them to your position if elected?
As an Educator, an Entrepreneur, Worked both for Non-profit and the Federal Government, I bring a lot to the table in terms of working with other agencies both at the Federal and local levels. We just need to change directions and vote all the Democrats and Independents into office.

1.) What are the major issues in your precinct and how do you intend to address them?
One of the major issues in my precinct is the rising cost of living and high cost of commodities. We continue to see the people of Rota suffer. I want to be able to work with the federal and local government to provide more financial or economic assistance to our people, like gas vouchers, stimulus checks, rebates, or what not through grants. We can examine this issue side by side with the state of Rota’s economy. I believe it is important to have a competitive export focused on the small and medium business sector. We can learn a lot from the economic crash and subsequent recession. Our government needs to ensure a balance of activity between public & private sectors, and to sustain it for many years’ worth of growth.
 
2.) What are some of the bills you plan to introduce?
Another issue I want to touch on when I am elected is stricter enforcement for all businesses as well as inspections, regulations to ensure effectiveness, compliance delivery of all businesses. We need to take a look at providing consistent measures of inspection. How effective are we in determining risks-factors? How efficient is the system in place to address these risks? These are questions we need to ask in order to fully create efficient business regulations, and as a result, make it sustainable for our economy.
 
3.) What is your background/experience, and how would you apply them to your position if elected?
I am a military veteran and have extensive experience working with the department of public safety. Through this experience, I have the wellness of our veterans close to my heart, it is one of the platforms I am pushing for. I wish to bring in a liason office or establish a satellite office of the Veterans Affairs Office in Rota. I envision this will help the veterans of Rota better connect with the right people and reap their benefits. We want to be able to thank them for their service by making benefits like counseling, therapy, claims, and rehabilitation accessible.

1.) What are the major issues in your precinct and how do you intend to address them?
One of the largest issues in my precinct is the general lack of infrastructure improvements the past decade. If elected I would like to direct Capital improvement Project funds towards the paving of the road leading to the elementary school, the paving of Sinapalo III, the beginning of projects directly related to the infrastructure needs of Finafa and Dugi homesteads that have been idle dating back to the early 2000’s.
 
2.) What are some of the bills you plan to introduce?
I would like to introduce funding towards the continuance of youth sports programs on Rota and hopefully find more funding to expand to other sports. I would like to also continue funding the stipends for the critically ill patients that are displaced as a result of our lack of medical facilities on Rota.
 
3.) What is your background/experience, and how would you apply them to your position if elected?
I’ve spent a great deal of my career in customer service and feel that the government needs to work on this at various facets. I believe my ability to negotiate coupled with my resourcefulness will serve as a great asset in identifying much needed funding for our municipality.
