| 1.) How can you help revive the economy on your island? |
| We need to reinforce the Mayor’s sister city through student exchange programs to include ESL programs for foreign students at the Northern Marianas College and other Educational institution. The Mayor’s office should work with the Governor’s office to promote sports tourism and sports tournaments here on the island. |
| 2.) How can you reduce the costs of running a municipal government? |
| The cost of fuel is the biggest inflator for the Mayor’s office and need to outsource fuel needs by bidding out supply. If elected Mayor, my plan is to establish a Mayor’s satellite office on the Northern side of the island and Kagman village to reduce the cost of fuel. With the creation of these offices, direct services to the community will reduce travel time and fuel consumption. Additionally, we need to find a permanent office for the Mayor to reduce cost as well. Work with Department of Public Land to include the Mayor’s office with public benefits when leasing Quarries so that the mayor’s office don’t have to purchase coral for road repairs. |

| As your 4 term House of Representative, I put public services over personal interest. I have over 20 plus years experience in the private sector, plus 18 years as a community correction under the Board of Parole. I will reinvent the wheel in how direct services are dealt within the Mayor’s office. The Mayor’s office will be proactive within the village to make necessary road repairs, address flooding concerns. |

| For the present time, the industry that we have is not progressing bec of the Pandemic, tourists will not travel. Second, the Casino is not moving so, as a candidate for the local Gov’t., which is the Mayor of Saipan, we need to be creative and create a local industry, products from the ocean and land for sustainability and food security. |

| Community involvement in community issues is the solution to the village’s problems. If the community is involved in adopting an area, it will reduce the cost of the taxpayer’s money. |

| As a retired Law Enforcement that serves thirty-seven years (combined), and has a background in farming, we can create a program an after-school program for the Youth to occupy their time on benefits rather than involve in criminal activities and promote farming, back yard garden for sustainability and food security. |

| Because the Northern Islands are not fully developed, I will work with the Administration, Marianas Visitors Authority (MVA) and the Legislature to help revive our tourism industry and specifically the Northern Islands community flourish and contribute to the economy and expand the CNMl’s tourism industry by opening the vast resources of the CNMl’s Northern Frontier to allow a wide range of activities while in the CNMI to include eco- tourism in the Northern Islands. I will work with various agencies to establish local revenue generating activities through taxing or licensing commercial fisheries, volcanic mineral mining and other related activities utilizing and/or harvesting the natural resources of the Northern Islands. |

| Although the Northern Islands Mayors Office (NIMO), is running on a bare budget, I will work with the CNMI Office of Planning and Development, Office of Grants Management and State Clearinghouse in applying for grants that will help develop and sustain our way of living. Build partnerships and alliances through alignment with the visions and objectives of existing efforts across the public and private sectors to support the cross-cutting needs of the community. |

| As a former human resource officer, project manager for NIMO, and a Cannabis commissioner, I will ensure that the Northern Islands residents and visitors alike are afforded the same privileges that are accorded to the residents of Saipan, Tinian, and Rota. I will also ensure that laws pertaining to the northern islands are fair, impartial and beneficial not only to residents but to visitors and tourist alike |

Most recently, the people of Tinian elected him to serve as the Mayor of Tinian and Aguiguan in 2019, and is now running unopposed for the first time in Tinian’s history as Mayor of Tinian and Aguiguan for a second term in office. |

| Establishing and supporting a diverse avenue of economic drivers. We learned from this COVID-19 pandemic just how devastating it could be to rely heavily on one economic industry and have it come to a halt. Therefore, it is my goal to broaden the economic industries on Tinian to include enhancing the tourism industry, restarting the beef industry, seeking ways to support the casino industry, and promoting our local businesses. I also intend to seek more ways to employ our people because employment is the foundation of a successful economy: ensuring that each household earns income and spends money within our economy. |

| Currently, our municipal government is running at a very minimum since the COVID-19 pandemic hit and our economy came to a standstill. We maximize the resources that we have available and stretch every dollar that we are given, considering that we don’t have local funds as readily available to us as when we had an operable casino generating revenue back in the day, so we are mindful of our expenses. We continue to ensure that we use our government resources in the most efficient and productive manner possible. However, providing exemplary public service to our community continues to be our primary goal, so we are also mindful of what is necessary to fulfill that goal. |

| I served with the police department for about twenty years before retiring as a Police Lieutenant when I finally decided to start a career in politics. I was elected to the Tinian Municipal Council in 2002 then the House of Representatives for the 16th, 19th, and 20th CNMI Legislatures. It was there that I truly understood the importance of being my people’s voice. In 2019, I had the honor of being elected to serve as Mayor for the people of Tinian and Aguiguan. I laid the foundation for what I aim to accomplish these next four years during my first term. Now the real work begins considering what I now know based on my first term’s experiences. It’s going to be a productive four years for Tinian! |

| 1.) How can you help revive the economy on your island? |
| First, I believe in empowering our people by supporting local entrepreneurship as well as expand current businesses to accommodate all locals and visitors. Ensuring a strong relationship with the business community to mediate how we can assist them while helping to reduce the cost of commodities on our island will be of great benefit to our people. Another great avenue to look into is the Public Private Partnerships that will help quickly generate local revenue that our municipal government could use to address other areas of concern such as healthcare, infrastructure and public safety. We can look to our neighboring island of Guam as a great way to stir economic development through a package agreement with the Government of Guam or military personnel to welcome and invite visitors to Luta. |

| A thorough assessment must be made of all expenditure and overhead costs to be able to generate a plan. By doing this, we can identify cost cutting measures in the government’s expenses as well as incorporating renewable energy and replacement of outdated and ineffective tools with more efficient ones. It is also important to train our people to expand their skills to effectively be able to perform multiple duties and responsibilities. I would encourage the use of technology to defray travel costs to be able to continue to communicate and network with partners who could assist our island community. We should also seek for more federal grant funding to help the municipal government offer more employment opportunities and programs that would greatly assist our people. |

| My education and experience has qualified me to lead our Municipal Government to be able to identify the deficiencies of our island. By implementing an inclusive approach of management, we could create a network of partners including leaders from all facets of our community to come up with viable and practical solutions to address the many problems we have on our island. I believe in my ability to lead this group but it can only work if we do it, TOGETHER! |
