| Yes. The Municipal Council should be able to introduce and pass ordinances because the council are in the front lines and eyes and ears of every resident in Saipan.
The Council should be able to be given the authority to introduce, execute and enforce. All ordinances must be based on the public’s sentiments, concerns and best interest of everyone. The introduction of any ordinance should have the publics input through townhall meetings. If given the opportunity to serve, I would like to be given the opportunity to serve as its Chairman and take the Municipal Council in a more progressive way with direct involvement in collaboration with the Mayor’s Office and establishing partnerships with non-profit organizations for village clean-ups and health and wellness screenings. |

| Municipal councils should be able to pass ordinances specific to their municipalities since they understand the issues concerning their scope of territory. They should be able to micro manage what is within their reach. One of the challenges that the Saipan and Northern Islands Municipal Council face is the lack of municipal governance authority to execute its initiated programs and services. Its neighboring islands Tinian and Rota were given such flexibility and are legally authorized to enact municipal ordinances to facilitate economic activities. The Tinian and Rota Municipal Council have the capability to review and approve budget proposal. It is our goal and priority to empower the SNIMC as a chartered municipality with rightful and deserving governance authorities like our Tinian and Rota counterparts. |

| One of my goals is to work in a strategic collaboration with the Mayor’s of the Saipan and & Northern Islands and lawmakers to reclaim the rightful governance authority that belongs to the Municipal Council like that of Tinian and Rota. Saipan and the Northern Islands combined have the largest population and to effectively administer sustainable programs that are critical to the lives of individual families, the youth within communities and each member of a village, it is essential for our office to have the capacity to execute it in the Municipal council level. Such programs include developmental activities that enrich the lives of the youth and promote our culture. These are the value-added youth & family socio-cultural programs in the village. |

| Most definitely. We are the only US jurisdiction that prevents their municipal or city councils to enact local ordinances and act as an oversight body over municipal administration. This will lead to a chaotic disruption of public services as municipal population grows. |
