| 1.) What are the major issues in your district and how do you intend to address them? |
| In my beloved small community of San Antonio, I see Juvenile delinquency, drugs, stray dogs, up keep of the environment and the need for walk/bike path in the village, to name a few. For Saipan as a whole, we must improve the quality of healthcare for every citizen. We must address our environmental issues to preserve our island’s natural resources and its beauty. We must practice , defend, protect and preserve our indigenous way of living, “Ina’famaulek , respetu yan gineflie”. Last and certainly not the least, we must continue to support local business entrepreneurs thru business friendly policies, regulations and or incentives. |

| Bills that would enhanced and strengthened current statues, policies and or regulations. We have good statues in our books however we need to review, revisit, study, re-enact or repeal as needed to ensure that its’ enforceable, doable and would produce quality results for our people, our children, our island and our entire Commonwealth. |

| 1.) What are the major issues in your district and how do you intend to address them? |
| 1. Restoring our economic footing post pandemic remains a high priority. I have introduced HB 22-21 the CEDA Act, and HB 22-70, the Investment Incentive Act. These provide the resources necessary to expand economic development and create more opportunities for our people.
2. Every student should be afforded the opportunity to reach their full potential. Our schools need to be given the resources to hire and keep qualified teachers. My track record reflects my commitment to investing millions upon millions of dollars in our education system. 3. Every person should be afforded the opportunity to avail of healthcare services and coverage. Our investment in healthcare should shift from dependence on medical referral to building our own capacity. I have a record of providing millions of dollars in appropriations toward healthcare. |
| 2.) What are some of the bills you plan to introduce? |
| I plan to continue on the path I have started on with regards to putting forward legislation that is beneficial to the economy and bills that can generate revenue for the Marianas. I will be exploring the viability of incentives toward diversifying our tourism-based economy with other industries that may find it more advantageous to set up shop in the Marianas for exports to the region.
A strong and thriving economy will in turn generate the revenues we need to further support our education and healthcare systems in the Marianas. With new and increased revenues, we can work on legislation to ensure that our schools and healthcare providers have the resources they need to provide top of the line services and programs to everyone. |
| 3.) What is your background/experience, and how would you apply them to your position if elected? |
| It has been a tremendous privilege to earn the trust of our people as they allowed me to serve three terms in the House of Representatives. These six years of elected public service combined with my years of service as Governor’s Chief of Staff, Press Secretary, and as Guardsman for the US Army National Guard, gives me the opportunity to tackle the needs of our community from various perspectives and views. I know what it takes to legislate effectively and compromise with our leaders for the greater good of the Commonwealth. I am truly blessed with the unprecedented distinction of having 30 of my legislations signed into public laws. My record is my commitment to our community. I am eager to bring the same energy to the Senate. |

| 1.) What are the major issues in your district and how do you intend to address them? |
| The major issues affecting our community in Rota are the lack of economic activity to generate revenue. To address this issue, the government must develop activities that generate income. Such activities include reviving the tourism industry which is the main source of revenue for the island. Bring in tourists, promote programs that encourage entrepreneurs to open businesses that facilitate tourist arrivals and work with airlines so that they will be encouraged to bring in more flights for more tourist arrivals. We also need to give our support to farmers in terms of agricultural programs, machineries and advancement in the use of agriculture related technology. Aside from bringing skilled workers from overseas, we need to focus on training our local workforce by working with NMTI in developing skills trainings for them. |

| One major legislation near and dear to me, which affects our healthcare is the NexGen 911. This legislation has been attempted by Senator Sixto Igisomar, but did not succeed due to the pandemic. This bill intends to unify our 911 system and ensures we eliminate the gaps between calls. When dealing with an emergency, especially if someone’s life is on the line, no delay is acceptable. This bill further requires dispatchers to be certified in life saving and will be familiar with defusing a situation to further assist those in distress. There are more in consideration, however, it is important that we align our priorities as elected officials to ensure passage and enactment of these policies. |

| I serve as the Special Assistant to Homeland Security & Emergency Management and have dealt with disaster readiness and post COVID-19 community outreach. I have restructured the organization to be more efficient. I also served as the Commissioner of the Department of Fire and Emergency Medical Services for the CNMI and Resident Deputy Commissioner of DFEMS Rota. I was medically retired as a Captain from the US ARMY and hold leadership trainings and certifications throughout my career. I plan to utilize my experience and training to better serve the people of Rota. I have endeavored into politics for the purpose of bettering the quality of life for our people. I am young, vibrant, and energetic, motivated and dedicated to service, which are characteristics I stand by in serving our people. |

| *Drug problem in our tiny island is rampant. This is a serious problem that we need to address for it contributing factor to family violence and hardships. We need to secure and monitor our seaports and airports for importation of these destructive elements. Train and equip our Enforcement Personnel properly to tackle and handle the situation. We need to educate our community of its effects on our people, Subject Experts conduct awareness at schools and bring back the Drug Abuse Resistance Education program (DARE). *Lack of Employment opportunities for our returning graduates that we have invested in through our municipal and CNMI Scholarship Programs. We need to secure employments where they can apply their field of studies. |

| 1.) Bill to support the Pacific Alliance of Municipal Council giving them authority over their perspective jurisdiction on predominately local matters. 2.) Bill to encourage the Public School System to include Farming/Local Arts and Craft for exportation, food security and a diversified economic prosperity. 3.) Bill to call on the re-visitation of the Technical Agreement between the Department of Defense and the CNMI, Creation of the Military Advisory Council to address the mandates, agreements and commitments of DOD to the CNMI. 4.) Bill to address the non existence of Medical Evacuation for the residence of Tinian. This a critical issue that needs our immediate attention and put in place a Standard Operating Procedure to include the necessary action needed to address this life saving component for our people. |

| Prior to having the honor to being elected to serve for two terms as a Municipal Council Member, I had the opportunity to serve our community as a Social Worker for more than 20 years. It has always been my passion to help others that are in need, It is caring for the welfare of others that I find comforting and rewarding, knowing that I can helped someone and make an impact in their lives, listening, knowing and feeling their struggles. If I can help one person, one family a day I would for sure be helping 365 families out of the year. And as long as I am protecting and safeguarding their wellbeing… I can sleep well at night. |

| 1. Is to repair Tinian break water and Habor. We have been meeting with DOD high officials to help us with the repair of the harbor, since its going to be a join use with the DOD. Just this month three US congress came to visit the site and witness the condition of the subject matter. I am Hopeful that they’ll considered helping in repairing one of our most pressing issue on Tinian. 2. Is introduced Legislation that will alleviate the hardship post on the homesteaders with the present Viillage and agricultural homestead program permit regulations. Most especially during this difficult time. However, we have secured funding for Water and power infrastructure to address EPA requirements to not contaminate under ground water, before any houses built on the homestead. |

| I’ve introduced CNMI village and agricultural homestead bill and passed in the Senate that will address the concerns of homesteaders from DPL taking back the land from individuals after been qualified that the person dont have interest in village or agricultural homestead. Just because the person bought land or by inheritance after been issued the permit. Subject bill is sitting in the lower house for 8mos. now. This is a very critical legislation for the protection of our new homesteaders from loosing their lot after been qualified by DPL. SB#22-22 |

| l’ve been a police officer for 20yrs. Been a Municipal council Chairman for 2yrs. And a Senator for 13yrs. and still active member of the 22nd CNMI Legislature. A total of 35yrs in Government sector. I’ve intrioduced so many beneficial Legislation for the interest of my constituents and the cnmi as a whole and 17 of them became into law. Note: my record as public servant speak for itself. |
