
YINHUA Yang, operator of Smile Massage and Bar, pleaded guilty Thursday to conspiring to possess more than five grams of methamphetamine with intent to distribute within 1,000 feet of Garapan Elementary School.
The U.S. government also seeks to forfeit from Yang the sum of $15,616 seized by federal agents during a July 1, 2025 search of the establishment.
Yang and co-defendant Dong Han were arrested when a Homeland Security Investigations task force raided Smile Massage and Bar, located within walking distance of GES.
At a Sept. 25 change-of-plea hearing, Yang, represented by attorney Mark Scoggins, entered a guilty plea before Chief Judge Ramona V. Manglona of the District Court for the NMI.
Judge Manglona found Yang competent to enter a knowing and voluntary plea. Assistant U.S. Attorney Albert Flores Jr. appeared for the federal government.
Han pleaded guilty to the same charge in August. Prosecutors previously noted that Han holds a U.S. green card, which the federal government intends to revoke.
Judge Manglona scheduled sentencing for both defendants on Dec. 19.
According to Yang’s signed plea agreement, she is a citizen of the People’s Republic of China. She and Han jointly owned and managed Smile Massage and Bar, where they also resided.
Between April 30 and May 9, 2025, Yang and Han conspired to possess and distribute methamphetamine within 1,000 feet of a school zone. On May 9, they sold $1,000 worth of methamphetamine to a confidential informant. Yang directed the informant to retrieve the drugs from a stairwell entrance to the bar, where 10 grams of meth was concealed inside a cigarette pack.
During the search, agents recovered $15,616 from the defendants’ bedroom, including $400 traced to the informant’s drug purchase.
