Governor calls special session: Gas tax moratorium extension

HAGÅTÑA (The Guam Daily Post) — Gov. Lou Leon Guerrero is calling the Guam Legislature into a special session to consider a measure that would extend the moratorium on most liquid fuel taxes and surcharges through the remainder of fiscal year 2024.

“The current moratorium on the levy of liquid fuel taxes expires … Dec. 14,” Leon Guerrero told acting Speaker Chris Barnett in a letter Wednesday.

“Due to the impending expiration of this moratorium, I am calling on the Guam Legislature to waive the levy of excise taxes, automotive surcharges, and mass transit automotive surcharges on liquid fuel for the remainder of Fiscal Year 2024, ending Sept. 30, 2024. I have attached a draft bill for introduction and consideration to provide immediate relief to our residents,” the governor stated.

The draft bill simply waives certain gas taxes and surcharges for the year.

The moratorium was first enacted in 2022 to help reduce costs at the pump.
