Pending clearances delay action as cannabis lab seeks next step in business licensing

HAGÅTÑA (The Guam Daily Post) — The company hoping to become a cannabis testing laboratory on Guam, Blue Wave Inc., is pushing ahead with the next step in obtaining a cannabis business license. Doing business as Pacific Analytical Services, the company has submitted an application for a cannabis establishment license, which is the fourth step in a six step process to obtain the license.

However, the Cannabis Control Board did not act on the application Monday as some matters are still pending.

According to the discussion at the meeting, the lab was able to meet a drug-free zone requirement. The testing facility will be located at the Hafa Adai Exchange across the Atkins Kroll dealership in Tamuning, discussions indicated.

However, Blue Wave was still pending agency clearances from the Guam Waterworks Authority, the Department of Public Health and Social Services, Guam Fire Department and the Department of Land Management at the time of the meeting.

The board decided to table consideration of Blue Wave’s application until its next meeting.

“Hopefully they’re able to get all those clearances so we’ll have something to consider before then,” CCB Chair Vanessa Williams said Monday.

A testing laboratory is one of the biggest hurdles that needs to be overcome if a commercial cannabis industry is to grow on Guam. As it stands, no cannabis or cannabis products can be sold without being tested for potency and safety. Essentially, without a testing laboratory, there can be no industry on island under the current regulations.

Moreover, among those wanting to set up cannabis related establishments, there had been concerns about finding useable property that complies with drug-free zone requirements.

Prior board discussions indicated that many seeking to set up cannabis related businesses were feeling apprehensive about committing to lease agreements or moving forward in the process to obtain cannabis business licenses pending movement with the testing facility.
