House passes Senate bill to place OMB under Finance

Introduced by Sen. Vinnie Vinson F. Sablan, the bill now goes to the governor.

During the House session on Friday, Rep. Christina Sablan commented on the bill, saying, “I do support the…legislation. I think we have all seen in budget hearings most recently and since then that there seems to be a disconnect between OMB and the Department of Finance. My hope is that this bill, once enacted, will rectify that.”

House legal counsel John Cool said that the bill mentions that employees will potentially be moving from positions that are exempt from civil service into civil service positions.

He noted that the Office of Personnel Management “has to go through each individual employee to determine their qualifications, length of service, and where they would fit into the salary schedule.”
